There is a particular kind of silence inside a flat on key collection day. No furniture. No curtains. No personality. Just space, waiting to become something.
That silence is also a starting gun. What you do in the first hours, days, and weeks after collecting your keys will determine whether your renovation unfolds as a disciplined sequence or unravels into an expensive scramble of corrections, delays, and variation orders.
A renovation is not a mood board brought to life. It is a construction project governed by physics, regulation, curing times, and a merciless dependency chain. Every phase relies on the one before it. Skip a step, reverse the order, or make a decision too late, and the consequences ripple forward through every subsequent week.
This post lays out the entire process—from the moment you turn the key to the evening you sleep in your own home for the first time.
Not All Starting Lines Are the Same
There is a comforting myth in renovation that there exists a single, correct order of works. There is not. The home itself dictates the sequence. A brand-new BTO flat, a decades-old resale unit, and a newly completed condominium each present distinct starting conditions and regulatory frameworks.
The BTO Flat & The OCS Decision: Build-To-Order flats arrive in a state of deliberate incompleteness. By default, the living room and bedrooms are handed over as bare concrete screed. Finished tiling is standard only in the wet areas (bathrooms, kitchen, and service yard).
To have the main living spaces floored before key collection, a buyer must opt into the Optional Component Scheme (OCS). Under the scheme, living and dining areas are typically fitted with polished porcelain tiles, and bedrooms with vinyl strip flooring.

For an owner who intends to keep the developer finish, OCS is sensible. For anyone planning a considered interior, it is often a false economy.
Before a BTO renovation begins, there is one critical step: the defect inspection. Key collection triggers a one-year Defect Liability Period (DLP). Every crack in the plaster or uneven screed must be reported to HDB's Building Service Centre (BSC) within the first seven days. If your contractor begins hacking while HDB defects remain unresolved, the warranty is voided.
The Resale Flat: A resale flat is a palimpsest—layers of previous owners' decisions. You are starting from someone else's history. Before hacking commences, be aware that flats built before 1991 may contain asbestos, requiring MOM-approved removal contractors.
Crucially, the plumbing dictates the sequence here. In older resale flats, plumbing is frequently surface-mounted, which shifts the order of works. In BTOs and newer resale flats, pipes are concealed within the walls and screed, meaning piping must be run before wet works begin.
The New Launch Condominium: Private condominiums mirror the BTO's 12-month DLP, but the regulatory gatekeeper is the Management Corporation Strata Title (MCST). Before works begin, you must obtain formal pre-approval and place a refundable renovation deposit (often $1,000 to $3,000). MCST rules strictly limit working hours, restrict noisy works on weekends, and confine deliveries to narrow windows.
The Phases: Why Order Is Everything
A renovation is a relay race. Executing works out of sequence means tearing out finished work to fix what should have been done underneath. Because plumbing dictates the flow, the following sequence represents the standard path for a concealed-pipe home (BTO or newer resale).
Phase 1: Demolition and Hacking: Walls come down, old tiles are ripped up, and built-in carpentry is dismantled. Hacking must follow the approved plan precisely, leaving structural columns and household shelters untouched. Demolition often reveals surprises—hidden water damage or conflicting plumbing routes—which is why great designers budget for contingencies.
Phase 2: Electrical and Plumbing Rough-In: Because pipes and conduits are concealed in modern flats, this phase must happen before wet works. Electricians chase channels into the walls for PVC conduits. Plumbers relocate water supply lines and waste pipes. Once the walls are plastered over, these systems are entombed. Adding a single power socket later requires re-hacking, re-plastering, and re-painting.
Phase 3: Masonry, Wet Works, Tiling & Flooring: Wet works, tiling, and flooring belong together. They are not separate phases. Cement screed is laid to level the floor. Waterproofing membranes are applied to bathrooms and kitchens, curing fully before any tiling begins. Floor tiles, wall tiles, and stone surfaces are then laid across the home. This phase sets the final dimensional truth of the space—dictating door clearances and the interface between carpentry and floor.
Phase 4: Plastering, Skimming, and False Ceilings: With the infrastructure buried, walls are plastered to a smooth finish. False ceilings are framed and boarded, concealing air-conditioning trunking and electrical conduits. Only after this phase can accurate final measurements be taken for custom carpentry.
Phase 5: Carpentry Installation: Custom-built cabinetry arrives from the workshop. Kitchen cabinets, wardrobes, and vanities are levelled and secured. Carpentry does not forgive the sins of skipped preparation; if the walls are not plumb or the floors not level from Phase 3 and 4, the woodwork will not sit flush.
Phase 6: Painting and Final Fittings: The final coat of paint goes on last. Light fixtures are hung, switch plates are fitted, and sanitary wares are installed. Silicone joints are sealed. Then comes the final cleaning, the furniture, and finally, you.
The Point of No Return
Every renovation has irreversible moments. The most critical is the waterproofing membrane. Once laid, changing a floor trap position requires cutting through the membrane, compromising the seal and necessitating a full reapplication.
The second is the electrical rough-in. Once conduits are buried, hidden wires are locked in place. The third is the false ceiling; changing an air-conditioning unit's placement means cutting open the ceiling and starting again. Know what cannot change, and decide those things first.
The Reality of Timelines
Renovation in Singapore runs against a regulatory clock. The duration depends heavily on the property type:
New BTO Flats: Approved renovation works must be completed within 12 weeks of the permit date.
Resale HDB Flats & Condominiums: The standard permitted period is strictly 1 month, with further extensions required upon approval for extensive overhauls (which often take 12 to 16 weeks in reality).
Condominiums: While the physical work may mirror a resale flat, the restrictive MCST approval and deposit process frequently pushes the start date back by an additional 2 to 4 weeks.
(Note: These windows govern the approved works themselves; they do not include the time required for HDB defect rectification).
A well-sequenced renovation does not feel rushed at the end. It feels resolved. The works arrive in the order the home requires, each trade building on the last, nothing undone and nothing redone. The sequence is not flexible. The sequence is the architecture.
